Characters
Featuring an almost entirely new cast of Transformers, Victory has plenty of robots on both the Autobot and Decepticon sides.

The Autobots have a new leader, Star Saber, who brings along a small team of Autobots to Earth to fight Deszaras and the Decepticons.
Blacker is part of the Brainmaster group and seems to be the new second in command for the Autobots, and can transform into car. He seems to have a lot of skill but doesn't like younger robots like the Multiforce doing any fighting at first, as he thinks that he and the rest of the Brainmasters are better, but his opinion does eventually change on this. Together with Braver and Laster, he can transform into Road Caesar, and he forms the chest, arms and head of the bigger robot.
Boater is part of the Rescue team, under Holi's command, and makes his entrance into the series in the fifth episode of the series along with Pipo and Fire having traveled from Planet Micro. He is a Micromaster Transformer and can transform into a boat, meaning that he is quite useful during any rescues at sea. But because there aren't many of those in this series he's often forced to run everywhere or, more often that not, doesn't even get to go out on rescue missions with the others.
Braver is another Brainmaster and can transform into a sports car, or can become one of Road Caesar's legs whenever he, Blacker and Laster unite. As well as being a top notch fighter for the Autobots he's also a bit of a scientist at heart and has his own lab in Shuttle base, his main accomplishment being the Decepticon brainwave readers he makes, which prove to be very useful near the end of the series in finding their enemies.
Clipper is a Micromaster and lives on Planet Micro, and is Holi's girlfriend. Whilst she works for the planet's government she doesn't seem to mind fighting and fights back against the attacking Brestforce with Holi in one episode. She can transform into a car and is mainly seen only in the episodes on Planet Micro, although she does make a cameo appearance in the final episode.
Dashtacker is part of the Multiforce and is made up of two robots, Dash and Tacker. Dash and Tacker can transform into a sports car and military transport vehicle. But unlike the other two members of the Multiforce Dashtacker doesn't get to do much other than stand around or get into fights. He can also unite with Wingwaver and Machtackle to form Landcross.
Fire is another Micromaster and takes his orders from the Rescue team's leader, Holi. He can transform into a fire engine, so that pretty much means that whenever there is a fire around he's there to put it out. When he isn't out on rescue missions with the other he'll usually team up with Boater and Pipo to mock Holi.
Galaxy Shuttle gets the title of Autobot bus for this series, as all he ever seems to do is get the task of carrying Autobots around in his space shuttle mode and not much else. And even when he drops Autobots off at a battlefield they usually then order him to go away, despite how big he is and how useful he should be in a fight. When he isn't seen providing trips for Autobots he usually waits for orders in his shuttle mode on Shuttle base.
God Ginrai defeated Devil Z at the end of Masterforce, and has now passed over the title of supreme commander to Star Saber. He now instead commands the sector two force, which is mostly made up of the Autobot Godmasters, to fight against Overlord and the Decepticon Godmasters. He does occasionally help out Star Saber though and saves him from being killed by Liokaiser, but one time he has to take a shot meant for Star Saber from Deszaras and is badly injured. Close to death, Perceptor, Wheeljack and Minerva rebuild him into a new triple changing robot called Victory Leo.
Holi is the leader of the Rescue team and commands Fire, Pipo and Boater whenever they are sent out on missions. He is a Micromaster and can transform into a police car, and is shown to be good friends with Jan. But because of his small size he's not that great when it comes to actual fighting although he's certainly no coward in battling against the Decepticons. Due to a possible colouring error that the animators never bothered to fix, the parts of his toy that are black are coloured white for his animation model throughout the series.
Landcross is what all of the Multiforce combine into, but he is the weakest gestalt robot in the series and gets beaten up quite a bit, by Dinoking, by Liokaiser and even by giant exploding meteors.
Laster is another Brainmaster and is usually seen in a group with Blacker and Braver. He can transform into a sports car or can unite with the others to transform into Road Caesar, forming one of his legs. As well as fighting Decepticons he's good at making things, such as in the second episode when he makes the "flasher" a super bright torch thing, although this seems to be the only useful thing he ever creates.
Machtackle is another Multiforce member and is made up of two robots,
Mach and Tackle, who can transform into a car and space shuttle. They can also unite with the others to transform into Landcross. Mach and Tackle get their own episode where they encounter a crazy old guy and they also try something new by transforming into Tacklemach, but this doesn't go that well. Other than that Machtackle is mostly out on patrol with the others on the lookout for Decepticons.
Minerva is the only other character from Masterforce to appear in Victory and get some lines of dialogue to say, with God Ginrai being the other one. Here, she returns to help Perceptor and Wheeljack rebuild God Ginrai into Victory Leo and that's about all. After this is done she heads back with the others to rejoin the Autobot/Decepticon war in deep space.
Perceptor hasn't been seen for quite a while, last shown in the third season of the original Transformers series. In Victory he travels back to Earth with Minerva and Wheeljack to try and save God Ginrai's life, but even he can't do that, despite being the best technician the Autobots have. But instead, he goes ahead with a bolder plan to rebuild God Ginrai's body and makes him into a much more powerful robot called Victory Leo. After completing this project he heals Star Saber and then goes back to join the Autobot/Decepticon war in deep space along with the other two medics.
Pipo is part of Holi's Micromaster Rescue team and can transform into an ambulance, meaning that she's quite important in getting people to hospitals quickly. When she isn't out on missions with the others though she, Boater and Fire will instead tease their leader Holi, especially about his girlfriend.
Road Caesar in the Autobot gestalt that Blacker, Braver and Laster can transform into, and is a first in the sense that only three robots are needed to create him rather than the usual five or six required to form a super robot. He's fairly powerful and can easily trounce the likes of Dinoking, but runs into problems when Liokaiser arrives, and fails to stop the advancing fortress in the penultimate episode of the series, although even Victory Saber had trouble doing this.
Star Saber is the new leader of the Autobots, and is a Brainmaster robot who can transform into a large space fighter. He can also separate into two different things, making himself into a smaller jet whilst letting a assault ship, the V-Star, attack targets from the air or transport people to safety. Several years a go he sealed Deszaras' fortress away in the dark nebula but is forced to take action when his old enemy returns to try and re-activate it. With a group of Autobots, he goes to Earth and sets up there to try and counter the Decepticon's attacks whenever they occur.
Tacklemach is first seen when Tackle and Mach decide to change the way they transform so Tackle is in the top and Mach is on the bottom for a change. This mode ultimately proves to be unsuccessful though and after he is saved by Star Saber from Killbison, Tacklemach is never seen or spoken of ever again.
Victory Leo is created out of God Ginrai by Perceptor, Wheeljack and Minerva, and is a triple-changer with a robot, lion and space fighter transformation modes. At first he is extremely unstable and all he wants to do is batter Decepticons to pieces, but eventually he awakens properly and becomes an important soldier for the Autobots, as he can unite with Star Saber to form Victory Saber, the most powerful warrior the universe has ever known.
Victory Saber is what Star Saber and Victory Leo can unite into and, at it's most basic, just gives Star Saber a new pair of shoes, a back pack with wings, two large shoulder cannons and Victory Leo's main gun. It does make Star Saber a lot more powerful however, and this mode is crucial at certain points in the series as without it the Autobots would not have been able to stop the Decepticon's plots.
Wheeljack was thought to have died in the year 2005 when the Decepticons attacked Autobot City on Earth, but come 2025 he's alive once more, having had a twenty year long rest to either get better or be re-built by someone, no-one is really that sure. He returns with Perceptor and Minerva to try and save God Ginrai, but they can't do it. So Wheeljack instead suggests to Ginrai something much more drastic, which they eventually go through with and turn Ginrai into Victory Leo. After this, he returns to space to rejoin the Autobot/Decepticon war with the other two medics.
Wingwaver is the leader of the Multiforce team and is made from two robots,
Wing and Waver, who can transform into a jet fighter and a sea skimmer. Wingwaver does not get along that well with Blacker at first since he always calls him "kid" but eventually they get along. Sadly the Multiforce are not that strong and even when they transform into Landcross, they often get beaten. In the final episode Wingwaver is injured, along with Dashtacker and Machtackle, due to an exploding meteor, but is repaired again.
CAMEOS
Lightfoot: Appears in "Planet Micro: The mysterious warrior" fighting against Overlord's Decepticons.
Ranger: Appears in the same episode as Lightfoot.
Roadking: Appears in the same episode as Ranger.

The Decepticons also have a new leader, Deszaras, who brings along new Decepticons to try and get as much energy as possible from the Earth.
Black Shadow is a Decepticon mercenary who works alongside with Blue Bacchus. He is hired by Hellbat to attack Planet Micro and cause as much damage as possible whilst he steals energy. Black Shadow and Blue Bacchus attack but are soon found by Greatshot, who they used to work with. After being beaten by him Black Shadow pulls out and is never seen again.
Blue Bacchus is another Decepticon mercenary, and he and his buddy Black Shadow are hired by Hellbat to attack Planet Micro. As the duo attack they are found by Greatshot, who they used to work with but find out that he has turned to the Autobots. Blue Bacchus attacks his new opponent but is eventually beaten and retreats, and like Black Shadow, is never seen again.
Deathcobra was meant to join the Brestforce and replace Hellbat, who nobody wanted anymore. However Hellbat finds out about this and intercepts Deathcobra, telling him to please go away so he doesn't get the boot. Deathcobra refuses of course, and ends up being accidentally shot and killed by Hellbat. Hellbat's action is never found out by any of the others as they think that it was Holi and Clipper who killed him. If he had survived, he would have presumably been able to form Liokaiser's left arm.
Deszaras is the new Decepticon leader (known as Emperor of Destruction in Japan) and once had a powerful fortress, but an Autobot called Star Saber sealed it away in the dark nebula. Deszaras travels to Earth with the Dinoforce and Brestforce to conquer the planet and take as much energy as possible, so they can free the fortress and use it to control the universe. Deszaras can transform into a bird monster and is a Brestforce member himself, being the only one in the group to posses two brest animals rather than one.
Dinoking is what the Dinoforce can transform into, and is a large robot who's only theory on combat is that brute force should win all the time, forget tactics. And it's because of this theory that he always ends up losing against the Autobots, and is only ever able to beat the weaker ones like the Multiforce. If he had more of a brain he'd be a lot more dangerous with his large spear weapon, but instead he often ends up on the wrong end of Star Saber's sword.
Doryu is part of the Dinoforce team and his Dinosaur shell is a stegosaurus. Aside from these facts he does little in the series other than fight Autobots with the other Dinoforce guys and get beaten up.
Drillhorn is another part of the Brestforce and can transform into a drilling vehicle, meaning he's good at coming from underneath this opponents to surprise them. Other than that he's just another Decepticon soldier who follows any orders Leozack gives him, although one time he thinks up his own plan where the Decepticons try to steal a large tanker ship full of energy.
Gaihawk is locked away on Planet Micro's prison moon, but a successful rescue led by Leozack frees him and lets him be part of the Decepticon army once more. Despite being pink he's a mean fighter who can transform into a jet and helps Leozack and Hellbat engage the Autobots in air combat.
Gairyu is part of the Dinoforce, and his Dinosaur shell is a ankylosaurus. But he doesn't ever get to do anything exciting in the series and is one of the least used characters, usually shown just taking part in fights with the Autobots (and losing) or transforming with the others into Dinoking.
Goryu is the leader of the brainless Dinoforce, and is the smartest one on the team. He desperately tries to keep all of the others in check and craves respect from the other Decepticons but because of the Dinoforce's constant failures he never gets it, and even transforming into Dinoking usually never helps. His Dinosaur shell is a T-Rex which he normally rides on the back of as opposed to hiding inside it. When Deszaras leaves the Dinoforce behind to die on the Earth, Goryu plays a key part in the destruction of the fortress as he gives Jan a disk which reveals how to stop the fortress from having any power.
Hellbat is another member of the Brestforce who joins the Decepticons, but most of them do not like him as he is a devious robot who goes behind anyone's back to try and make himself look good in front of Deszaras. He can transform into a jet, although one of his main methods of attack is to use his hypnosis to put others to sleep so he can get past without doing any fighting. At one point in the series the others were so fed up with him they wanted to replace him with Deathcobra, but Hellbat found out about this plan and accidentally put a stop to it.
Jaruga is part of the Brestforce and can transform into a small missile launching truck. Other than getting into fights with the Autobots, he does not get to do anything interesting in the series although he seems to be a little dopey at times, such as in the episode where the Decepticons are meant to secretly move around the underground but he makes a lot of noise and is quite clumsy.
Kakuryu is the lovable yet still stupid one of the Dinoforce, and is always on the bad side of Goryu due to his frequent acts of idiocy, although he never gives up. He doesn't really seem the type to be a Decepticon, but that may be because he doesn't even realise what he is doing is wrong. His dinosaur shell is a triceratops.
Killbison is part of the Brestforce team and is shown to be quite the rude one during fights, as he often casually gives his opponents the finger before fighting them. Other than that he'll gladly just follow orders from Leozack, and is mostly just used as your average Decepticon soldier.
Leozack is Deszaras' second in command and is the one that thinks up the majority of plans to attack and take energy from various places on the Earth. At first he seems to want to replace Deszaras as leader of the Decepticons but this idea gets dropped by the end of the series, and it's clear that he could never stand up to the power of Deszaras, who thrashes him about several times for his failures. Leozack forms part of the chest and the head of Liokaiser.
Liokaiser is the gestalt robot that Leozack, Hellbat, Jaruga, Killbison, Drillhorn and Gaihawk can transform into and is one of the most powerful robots around when he is first introduced, able to batter Star Saber and give God Ginrai a good fight. He is also shown to have the power to turn himself invisible whenever he wants and can dish out a lot of pain to anyone that gets in his way. The tide is turned on him though when Victory Leo is created, and in the final episode the Autobot blasts him into the fortress' main cannon, sucking him of all his energy and then hurling him out into space, and he hasn't been seen since.
Rairyu is part of the Dinoforce, and his Dinosaur shell is Apatosaurus. Other than these facts he doesn't get to do much in the series until very late on where he and Kakuryu are teamed together to spy on Jan's school, where they see some new strange orange robot that they believe to be an Autobot.
Yokuryu is another part of the Dinoforce, and his Dinosaur shell is a Pteranodon. Like all of the others he is a simple minded doofus, but is the only one capable of doing air attacks well, although he still suffers from some nasty injuries throughout the series.

Buster: Appears in "Planet Micro: The mysterious warrior" fighting against the Autobot Godmasters.
Hydra: Appears in the same episode as Buster.
Overlord: Appears in the same episode as Hydra.
