Bomberman conveniently crash-lands in this little town, with the smallest population ever; it consists of map tiles D4 to E5. It acts as the central hub between zones, as well as the save point, and where you can create new items.
[D4] This is the entrance to the Field Zone, where the Kepu statue/save point is, as well as the Bomber Shuttle. Using the Flute drops you off here. Dig to the left of the shuttle with the Shovel for a Flame.
[D5] Leads you to the Forest Zone (only after you've beat the Field Zone), and houses the Library, where you can learn the controls and have a conversation with a fellow adventurer.
[E5] This is the entrance to the Beach Zone (after Forest is clear), and has two buildings. The one you can enter is the girl's house, which has no purpose at all. The other house is permanently blocked by the old man, who is obsessed with trading cards, and is useless at first, but once you get the three rare cards, he gives you the Robot Bomb. And then he's useless again after that.
[E4] Finally, this leads to the Desert Zone (after Beach is done and dusted), and contains the Bomb Workshop, where you can either combine items to make new bombs, or fuse Flames to certain bombs to increase their length or durability.
